SUMMARY OF PROFESSIONAL EXPERIENCE
Thirty years as a career foreign service officer in the Ministry of Foreign Affairs and Foreign Trade of Jamaica, in the theory and practice of diplomacy at bilateral, regional and international levels. Advanced training and extensive experience in the formulation, implementation and management of foreign policy.  Special interest in development issues and in understanding international organizations and their role in development.  Active involvement in human resource management, policy-making and implementation.  Excellent oral and written communication skills.


CAREER HISTORY AND ACCOMPLISHMENTS:

  • October 2014 to present - Under-Secretary for Multilateral Affairs Division, Ministry of Foreign Affairs and Foreign Trade, Kingston. 

During the period June to October 2016 – Acting Permanent Secretary in the Ministry of Foreign Affairs and Foreign Trade;

  • February 2010 to August 2014 - High Commissioner for Jamaica to Canada;
  • 2005 to February 2010 - Ambassador Extraordinary and Plenipotentiary of Jamaica to Mexico with concurrent accreditation as Ambassador to Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama, as well as High Commissioner to Belize.
  • 1999-2005 - Director, International Organizations Department, Ministry of Foreign Affairs and Foreign Trade of Jamaica. 
  • 1993-1997 - Acting Deputy Permanent Representative of Jamaica to the United Nations and Jamaica’s Representative to the Fifth (Administrative and Budgetary) Committee of the General Assembly of the United Nations.

Member of the Panel of Advisors to the President of the 48th General Assembly on An Agenda for Development.

  • 1992-1993 - Counsellor, Embassy of Jamaica, Venezuela
  • 1990-1992 - Counsellor, Permanent Mission of Jamaica to the United Nation and Representative to the Second (Economic and Financial) Committee of the United Nations General Assembly. 

Member of the Panel of Experts on the Caracas Programme of Action on South-South Cooperation of the Group of 77, providing proposals for strengthening cooperation among developing countries, in the economic field.
